Reggie;

I am not sure if I fully understand your question. I do not think I am in the right position to tell what needs to be done but I will share with you my opinion. Elementary schools are expected to help children develop the basic skills of reading, writing, arithmetic, and reason. Extracurricular activities, to me, have always been optional. Otherwise, these activities would not be regarded as outside the curriculum. I hope this helps.
